A fee may be payable depending on the season; summer yes, winter no. Third party insurance is obligatory. A visible registration is also obligatory. A licence is or is not needed depending on what the laws in your country are (if you need one or not) to ride. In certain parts of flanders a special tax is needed to be paid (another way to soak the individual). Consequentl,y most people ride in Wallonia where it is free. Most ramps are free of charge and free access.
In the ocean, there are around 5 ports on the north sea coast. All have boat ramps and all are usable in almost all states of tide. All are free to use there. Their is a strict 5 knot limit in the ports and 500 meter band nearest the beach. You cannot beach launch. You cannot ride closer than 500 meters from the beach except in a channel to access the port.
