Inspect the intake grate for any debris and remove any foreign matter found. Verify that the drain plug is in place and secured. Next, test the handlebars and ensure that there is no binding hindrance to the steering mechanism. The bars should turn smoothly in either direction. Examine and test the throttle lever and check for any kinks or a cracked throttle-lever housing. Lubricate the cable and check for any loose bolts, broken pins, or clips.
